Donald Trump Declares It Is Time for Ukraine to Elect a New President After Accusing Volodymyr Zelenskyy of Repeatedly Refusing Peace Deals and Deliberately Targeting Russian Oil Refineries Against U.S. Warnings

U.S. President Donald Trump has called for Ukraine to elect a new president, sharply escalating tensions with Ukrainian leader Volodymyr Zelenskyy over peace negotiations, attacks on Russian oil refineries and a controversial new agreement to import Russian diesel.

Speaking to reporters on Saturday, October 10, Trump argued that Ukraine needed a leader willing to reach an agreement with Russian President Vladimir Putin. He accused Zelenskyy of repeatedly missing opportunities to end the war and criticized Kyiv’s continued attacks on Russian energy infrastructure.

“I think it’s time for Ukraine to get a new president,” Trump said, arguing that Zelenskyy had failed to secure a deal despite multiple opportunities. 

The remarks came a day after Trump announced an agreement with Putin to resume Russian diesel supplies to the United States. The deal is intended to ease pressure on American fuel prices, which have risen sharply amid global energy-market disruptions linked to the war involving Iran.

Trump has blamed Ukrainian strikes on Russian oil refineries for contributing to fuel-price increases, arguing that the attacks have disrupted supplies and created additional economic pressure on American farmers and businesses. He said he had warned Zelenskyy against targeting the facilities but claimed the Ukrainian leader continued the strikes despite those requests. 

The dispute reflects a growing disagreement over how to pressure Moscow into ending its full-scale invasion of Ukraine. Kyiv has used long-range drones to strike Russian energy infrastructure, arguing that these facilities help finance Russia’s military campaign. Moscow, meanwhile, has continued attacking Ukrainian cities and energy infrastructure.

Zelenskyy has rejected the suggestion that Ukraine should unilaterally stop its attacks while Russia continues striking Ukrainian power facilities. On Sunday, he said Kyiv was prepared to halt attacks on Russian oil refineries if Moscow also stopped targeting Ukraine’s energy infrastructure.

The Ukrainian president said any agreement would require reciprocal commitments and credible guarantees rather than restrictions imposed on Ukraine alone. He maintained that Russia was responsible for starting the war and could help end the attacks by changing its own conduct. 

Trump’s call for new Ukrainian leadership has also raised questions about the country’s ability to hold elections during wartime. Ukraine’s martial-law arrangements prohibit national elections while the country remains under the relevant emergency restrictions, meaning a presidential election cannot simply be called under normal peacetime procedures.

Ukrainian residents quoted in recent reporting criticized Trump’s remarks, arguing that decisions about the country’s leadership should remain in the hands of Ukrainians. The comments also prompted renewed discussion about Ukraine’s democratic institutions and the difficulties of holding elections while Russian attacks continue. 

The controversy has extended beyond Washington and Kyiv. British officials have reaffirmed their support for Zelenskyy, emphasizing that Ukraine’s leadership should be determined by Ukrainians. European governments have also expressed concern about the implications of the new U.S.-Russia diesel agreement, particularly because sanctions were introduced to restrict Moscow’s revenue from energy exports.

Critics of the agreement argue that allowing Russian diesel exports to resume could provide Moscow with additional income while the war continues. Supporters of the arrangement could argue that increasing fuel supplies may help ease energy costs, although analysts have questioned whether the proposed volumes would be sufficient to produce a substantial reduction in prices. 

The timing is particularly sensitive because diplomatic discussions aimed at developing a possible framework for ending the war have continued. Ukrainian, European and American representatives recently held talks in Miami, discussing security guarantees, reconstruction and possible terms for a settlement.

However, Putin has not committed to an immediate resumption of formal peace negotiations, and disagreements remain over the conditions required to end the fighting. The dispute over refinery attacks and Russian diesel exports has added another complication to those efforts. 

Trump’s latest comments represent a significant public escalation in his disagreement with Zelenskyy. Rather than focusing solely on the terms of a potential ceasefire, the U.S. president has questioned whether Ukraine’s current leadership is capable of reaching an agreement with Moscow.

Zelenskyy, for his part, has maintained that Ukraine is willing to pursue de-escalation if Russia takes comparable steps. The two positions highlight a central obstacle to negotiations: Washington is pressing Kyiv to change its military strategy, while Ukraine insists that any settlement must also address Russia’s continuing attacks.

With fuel prices, sanctions and military operations now increasingly intertwined with peace diplomacy, the dispute could complicate efforts to establish common ground. For Ukraine, the immediate challenge remains securing a settlement that protects its security while responding to pressure from one of its most important international partners.

For the United States, the question is whether its efforts to reduce energy costs and push for negotiations can be reconciled with its broader relationship with Ukraine and its allies. For now, Trump’s demand for new Ukrainian leadership has intensified an already difficult diplomatic confrontation, leaving the future direction of peace efforts uncertain.
